If it's the whole image, then what Michael said about yolk rotation will work. If it's just a corner, it could be time for a crt degaussing... or other magnet fiddling.
If the upper few lines of the raster are not aligned with the rest of the raster, or "tearing", the problem is usually horizontal hold being marginally adjusted. With the early rev Apple II boards, the vertical sync pulse was not serrated, which can also cause the horizontal oscillator in the monitor to drift off phase during the sync pulse interruption. -michael NadaNet file server for Apple II computers!
