I use a program called BBS Server for my BBS, running on a Commodore
128. You connect your 8-bit computer to the serial port on a PC
running Windows, and BBS Server running in Windows will accept the
incoming "calls" through Telnet and pass them on to the 8-bit
computer, basically acting as a modem emulator. As far as the 8-bit
computer is concerned, calls are coming in through a regular modem
over a phone line. You can find out more about this software at

TCPSER. Although not as easy to use as BBS Server, TCPSER will run
under Linux and Mac OS.
