Of course it can! Here's one example:

I'm running that program on my own Sony Ericsson K750i cell phone, but it will
run on most Java enabled cell phones. Being able to carry that program
along at all times in your pocket is really nice....
Others may prefer cell phones running Windows CE. I don't think there's any
cell phone running some version of Mac OS though - and there's definitely not
any Apple II compatible cell phone. But hey! If someone ported an Apple II
emulator to either Java ME (Micro Edition) or Windows CE, then one could run
that emulator on ...... cell phones !!!!!!!!!!!!!
Cell phones are target environments though, not development environments. So
developing applications for your cell phone means cross compilation, perhaps
running your app on an emulator for the phone, and then downloading the app
to your cell phone.
