To answer your question - although technically speaking buying a 4Mb
card off eBay is probably the easiest solution (and you will probably
be glad you did), it is also pretty simple to replace a motherboard in
the IIgs. It really depends on how much you're willing to spend. A 4Mb
card is going to set you back somewhere in the US$80 - $100 region
these days. Although not "abundant", they do appear fairly regularly
on eBay.

Just remember, when replacing your IIgs motherboard (if you decide to
do this),  you need to remove the small plate at the front of the IIgs
(the plate with the power light slit) by releasing the catches on the
underside of the IIgs (I think there are 4 of them from memory). Once
that is off, its plain sailing to replace the motherboard as it simply
clicks in.

OK here's what I recommend - upgrade your ROM01 with your ROM03 as a
temporary solution (or a permanent one if you like). And keep your
eyes open for a 4Mb card - it is probably more beneficial to buy the
4Mb card than spending money upgrading the 1Mb card.
