The CFFA is generally a replacement for a hard disk. Why replace a
hard disk? Because the good controllers (ie. RAMFast SCSI or Apple
High Speed SCSI) are usually hard to come by and are expensive if you
do find one. The old drives are also getting harder to find and
probably nearing the end of their lifetime anyhow. But all this info
and more can be found on Rich Drehers CFFA site (as you may or may not
be aware).
Think of it in modern computing terms - you don't buy a hard disk
preloaded (well, not usually). You buy a hard drive and install
software from CD's or DVD's. It is the same for the A2, except the
installation medium is floppy disks (5.25" or 3.5").
