Save your money.  Been through these types of boards (search archives
for IIgs vga experiment) and they don't produce.

Best options I've found SO FAR are using a IIgs scart cable (from
Roger Johnston) and going directly into a Samsung 910 w/ scart input;
or with a Keene Electronics Scart->YPbPr converter and going into a
good LCD TV like a Samsung 192MP with YPbPr inputs (or HDTV, or DLP
projector); or using a scart -> VGA unit like the Highway 15khz RGB
Composite synch -> XGA converter w/ any vga device.. crt or lcd.
This last is what I use to display my IIgs on a Dell P780.  All these
solutions provide near perfect shake free images in ALL modes
(including most critically the oddball 16mhz dot clock 640x200 mode).

I spent big $ working out these solutions for everyone, so use the
research.

I'm considering looking at a YpBpr -> DVI converter as well.
