As others have pointed out, a Super Serial Card in the Apple //e (which
may already be there) is one way to move data between the Apple II and
modern computers.  It can be used to "bootstrap" your system with a
minimal set of software so you have more options.

Another is to find a common storage medium and software (for the modern
computer) that supports Apple II formatting on that medium.  The CFFA
Compact Flash card for the Apple II (about $110) and CiderPress software
for the PC fills the bill beautifully.

It is not inexpensive, but it is reasonable, and it gives you hard disk
capacity and convenience on the Apple II, plus all the comforts of a
modern PC when retrieving Apple II software from the internet.

It also makes backing up the Apple II "hard disk" fast and easy.
