I have the schematics of my MPF-III (model 312) which is a IIe clone
built from standard LSTTL plus two additional PALs used as address
decoders. The video portion of the circuitry is on a daughter board the
size of an Apple II prototyping card. Later Multitech found a source of
MMU and IOU chips and released the MPF-III (model 327).

I expect that the MMU & IOU could be implemented fairly easily in an
FPGA or similar chip.
