I agree that would be a handy thing to have but don't most uC's need a
dedicated programmer?

Some uC's can be flashed over usb. The AT90USB1287 being one of them.
This has both a host mode and device mode in addition to being USB
flashable.

And some uC's contain "boot code" that allows them to program
themselves over a serial port, for example.
