Well the only reason I've been avoiding the ROM 3 IIgs is the game
incompatibility, although I'm not sure what hasn't been patched these
days other than Skate or Die and ShufflePuck.  It may be worth going to

Using a ROM 3 is no guarantee - I have that noise also.

Both with the internal speaker and a SoundMeister card by ECON
Technologies.

I'd be willing to bet that the problem is that the +12v filter
capacitor needs replacing.  If there are any filter caps close
to the audio amplifier, they'd be a good bet, too.

These filter capacitors "decouple" the intermittent loads on the
+12v line, like disk drives, from the other loads, like the audio
output amplifier.
