As others have said, it is a known issue.  I had a
PowerMac (7100?) that would not make good IIgs
floppy disks, but my Mac IIci with MacOS 7.5.5
works perfectly with DiskCopy to create Apple II
disks.  I've heard different explanations about
why it does not work.  I just use a 68K Mac and
don't worry about it.
