No one is in charge. It's anarchy. Most of do follow common netiquette 
though, so we are a self moderating community.

If someone is waaaay off-topic (Mac questions in CSA2), cross-posting 
inappropriately etc. it's normal to get a friendly reminder especially 
if you're new/unrecognized.

There are some people on the occasional power trip or they're having a 
bad day... but most mod messages are intended to be helpful to save 
resources, or to save people from embarrassing themselves by 
continuously making newbie mistakes.
