You are right.

I just checked both a PAL and an International NTSC board by looking at
the circuit board (I hope to get my book -German version- in one or two
weeks) - they connect the switch to both ROMs.

Now I know that I'm getting old - I knew this a year earlier!

I guess that with a bit soldering and some keycap exchanging you could
have a functioning Dvorak keyboard?
There was a certain craze about the Dvorak layout for a time but didn't
know that there actually was support built in.
