Yes, although it is not quite as easy as you might hope.
On a Rev A NTSC IIe, soldering X2 and cutting X1 allows AN2 to switch
between QWERTY and Dvorak. On the Rev B motherboard Apple made the
mistake of joining the keyboard select line with ENVID'. Soldering X3
will allow AN2 to select keyboard layout but it also disables the video
ROM when in Dvorak mode (the default after RESET due to AN2 being set
by the monitor)!
See page 7-37/38 of "Understanding the Apple IIe" for instructions for
adding a working keyboard switch to an NTSC motherboard.
