Although there was a key press that seemingly allowed you to bypass
the lock out specifically on the ROM 3 (not all programs, only a handful).
That sequence was: Apple-Shift-Control-Esc
I discovered it by accident years ago. Can't remember off hand if it's
firmware or hardware related, or even if it's a documented feature.

I have that issue, but it's related to my ZipGS, loose solder joint in my
keyboard, glitches on my SCSI chain and/or my hardisk physically failing
lately (I badly need to do some maintenance on my system). :)
There is one batch of ROM 3 motherboards that have a glitch with the
Programmer CDA's always being active (caused by an unexpected bit
value showing up in slow RAM if I remember right). It wastes a tiny bit
of RAM and clutters up the menu, but mostly just a minor annoyance.
I ended up swapping in a different ROM 3 board a few years back.
