Let's Pay a Developer to Make a VGA Output Card

This is a new thread to get some interest from people perhaps not 
reading our other thread on this topic.

I've suggested that we pool some money to pay a developer to design, 
prototype, and publish the specifications for a new VGA output 
card/device.  Anybody who joins the pledge agrees to pay $100US to the 
developer when work is completed and quality is verified by those 
involved in the pledge.  The pledge requires at least 20 people to sign 
up to be "binding", which means that the developer will get at least 
$2000US in payment.
