I should have compared the GAL with an EEPROM as it does not use UV
light to erase it.

Only Apple itself used HALs AFAIK (eg TMG chip on IIe and IIc, GLU chip
on IIc). All the other manuafcturers like Precision Software
(FingerPrint GSi card has two PAL10L8 chips) were not selling enough
cards.
