As others have said, the "System Utilities" are the culprit. You can put together a disk image with ProDOS 1.9 and the older FILER/CONVERT combo from older ProDOS system disks; those work on a 64K II+. I'm not sure though at what point the switch from FILER/CONVERT to the System Utilities happened.

And you can throw in BASIC.SYSTEM 1.5 from the ProDOS 2.0.3 disk. It works fine on a II+, doesn't need a 65C02.

As regards whether your language card is working or not: If ProDOS runs, it is working. Most of the ProDOS kernel resides in this card on a II+.
