    I am legal blind too, but I still have 20 degree of sight. 
Unfortunately, there are none emulator projects available for blind user. 
There is no screen reader nor speech text available in any Apple II software 
existence.  I know that Zoomtext 8.0 for Windows XP or any Windows operating 
is available.  It does include screen reader and speech text.  It can 
enlarge between 2 to 4 times for emulator project, but it is too big for you 
to move the screen of emulator project at this time.
    I wish that I would develop accessible feature for the emulator project 
in the future.
