It should work.  Something else is broken.

Even without the processor, the video generator should be working,
so it sounds like the clock is shorted...

(Are you sure you plugged the processor in with the correct
orientation?  Its notch should be toward the keyboard.)

I hate to bring up the possiblity of ESD...  ;-(
