Well, he was probably alluding to the mouse, appletalk slot flexibility, extra RAM that the ROM 03 has over the ROM 1... the extra tools in ROM are nice, but otherwise negligible.
It's all a matter of preference. I prefer to keep both handy for testing - but my main GS is a ROM 03.
Most programmers I personally know, prefer a ROM 1 though.
