You use CiderPress or some other similar software on the PC. It can read ProDOS volumes. You have to copy the files from the Card into a native filesystem using this software, before you can access them with general-purpose PC stuff.
Some older Macs can read ProDOS filesystems directly, however I assume most of these can't use CF cards.
