Right.  The C64 has no true monochrome mode.  However, monochrome may be
simulated (or emulated) on any color system by using white text on a black
background, black on light gray, etc.

Or, in other words, selecting only black, white, or shades of gray for the
display make the it appear that monochrome is being used while the computer
is really in a color mode all along.

Note:  Some computers with color capabilities may have an actual monochrome 
mode available, but not the C64.
