One thing I should have mentioned is that someone has wired up some
extra chips to the prototyping area, and at some stage has also removed
the 74LS257 chip and it's socket (adjacent to the keyboard socket) and
re-wired it on the prototyping area too. In removing the socket they
have caused some tracer damage around the original 74LS257 IC position.
Does anyone know if tracers damage can be fixed? It doesn't look too
bad, but it's obviously something well beyond my skill level.

Yes the traces can be fixed. The 74LS257 you mentioned is on position
A8 next to the Keyboard socket A7. This chip does have something to do
with the video display. So it is better to get the traces on this chip
fixed and have the IC checked before proceeding to the next step.
One more question. Are there any cards sitting on the slots?
I asked because I have an Apple II+ having the same symptom as yours.
After removing all the cards from the slots, the beep and APPLE ]["
prompt came out. This was later traced to a bad chip at H2 74LS138,
which had permanent L on pins 7 & 9.

motherboard to, and have them restore it to original, working
condition?

You didn't mention where you are located. May be a good technician in
this group can help. I am sorry I couldn't assist as I am from
Malaysia. But don't worry, I am sure someone will fix the board as
well as the sticky key for you after all the Apple experts here
returned from their Christmas holidays. I will on be on my vacations
from 28th to 2nd Jan next year.
