Fishwings or similar

Greetings,

I have some applesoft basic files that I'm creating on the PC.  (If you must
know, I'm helping Mike Harvey create the Nibble Express programs from the
books onto a disk for people to enjoy).  I'm using Fishwings, but I'm having
a heck of a type getting it to treat my files like anything other than a
binary.  Is there another similar program I can use to create dsk images for
the apple as a software only solution?
