seem to tell these utilities that it is a BASIC program.  No matter what I
do, both programs want to convert the first line of my program listing into
a number.  All I want to do is import my txt file and tell it that its a
BASIC program and not be altered, is there any program smart enough to allow
me to do this?

Let me see if I understand...

You want to create _text_ files containing Applesoft programs
that you can/could EXEC into Applesoft and save as BASIC program
files.  Right?

Ciderpress will do this quite easily.  You can set options so
that the PC .txt file converts to an Apple text file, with the
CR-LF to CR conversion.

It _isn't_ an "Applesoft BASIC" file until the text file has
been EXECed into an emulator and the program saved to a disk
image.
