Various PCB vendors have different price structures and support
different strategies for this.
If you are willing to live with bare copper fingers, or tin-lead
plating, for instance, you might save some money, but reduce
reliability substantially or slightly. Take care with the restrictions
against copper near board edges.
Also, you might have to pay extra if you need a non-rectangular shape.
You can, however, get gold plated edge contacts from some vendors,
again for extra cost.
