Actually, this is absolutely not a controller problem. This is only a
matter with the drive. Some drives will internally require that the
index signal is detected to return any data at all, while other drives
will not require the index signal to be detected prior to returning
data.

Of course, on the controller side, you won't be able to format the
flippy side since the controller will wait for an index pulse to begin
the format process... but who cares? ;-)
