Only 2 ways, Open-Apple/Control/Reset, or by holding Option
while starting it up.

Also, next to slot 1 and in front of the power plug from
the supply, there is a header marked "W1". If this is jumpered
or touching together, you can't enter control panel. Check it.
If it is closed, open it, and you should be able to then.

This is there to safe guard the settings from kids, like in
a school environment, or at home, or simply from the curious
employees in large companies.  :o)
