You must have meant Option-Control-Reset.

The "W1" jumper is specific to the ROM 00/01 motherboard and
affects the sound circuitry. It changes the polarity of the clock signal
fed to the Ensoniq DOC and Sound GLU. There's no real world use
for shorting it. To the very best of my knowledge, there's no software
or hardware that is affected by swapping the polarity, and it has no
effect on the preformance/quality of sound.
You're thinking of the ROM 3's "S1" jumper and that's located
on the opposite side. I believe it's below slot 7, between the SCC
and Fast RAM bank.

Actually it does two things: The "Control Panel" listing will disappear
from the Classic Desk Accessory menu, and holding down 'Option' at
boot (or Option-Control-Reset) is ignored, preventing you from getting
the menu options.
It has _no_ affect on the graphical Control Panel in the IIgs Finder.

Incidentally, there is no reason he shouldn't be able to access the
Control Panel through the Apple-Control-Esc key press.
Try first holding down 'Apple' (Command), then without letting go
of the first key press 'Control', then while holding the first two down,
finally press 'Esc'. That is press ONE KEY AT A TIME (it's a bit timing
sensitive).
If it's still not working, I'd unplug everything from the joystick port
in back. Button-0 and Button-1 are mapped to the 'Apple' and 'Option'
keys and so sticky buttons could be confusing the machine. I've also
encountered motherboards where the ADB micro has been zapped,
thus making the IIgs thinks 'Apple' or 'Option' is always held down.
