The main chip seems to be a Motorola one, MC3242AP. There are two jumpers on the board. On the right side of the board, there are 8*2 small chips (16 pins each). That sounds exactly like a Saturn 128k clone except that it doesn't have any jumpers. I'd expect that the jumpers were added to allow you to uses different sizes of RAM.
