It is the same as holding down the Option key at startup: the
Option-Control-Reset sequence is effectively the same as
OpenApple-Control-Reset (i.e. cold start) with a trip to the control
panel along the way (or either of the options to restore default
settings).

You should normally use OpenApple-Control-Escape to access the control
panel if you want to resume what you were doing afterwards, as it
doesn't force a restart.

There are some settings changes which require a restart to take effect,
such as slot mappings.

Any program which leaves interrupts disabled will prevent access to the
classic Desk Accessory menu, as well as causing other problems with the
IIgs, such as stopping the system tick count and killing AppleTalk
connections.

ProDOS 1.1.1 and earlier don't work very well on the IIgs because they
leave interrupts locked out after startup.  One of the changes in
ProDOS-8 1.2 was to enable interrupts after the operating system is
loaded (except during disk accesses, which are timing critical).
