Those are the specs for a Hercules-compatible monitor. Hercules was the
name of a high-resolution monochrome video card for IBM PCs that became
a defacto standard in the early 1980s.
Commodore used to make IBM PC-clones, so that's probably what this
monitor was intended to be used with. Unfortunately it won't work with
any Apple II.
