It has the capacity of 16K SRAM indeed. And with battery backup. I wonder what
that dip switch is about.
Anything is possible with this switch, like determine which srams are battery
protected, or write protected or where in memory (the active mapped part of) the
ram appears. I doubt it is a traditional language card, more a SRAM based ROM
card. 
It needs a description and/or software indeed to be useful, no bootable ROM to
be seen. 
Perhaps a scan of the other part of the card to trace some of the signals?
