One thing I will also try doing is to adjust the mouse tracking.  I'm
not sure if this will fix the system slowdowns when the mouse is moved,
even if GS/OS is not running.

The Macally One Button Mouse works fine on the IIgs.
Most ADB mice and trackballs seem to work with the IIgs but a notable exception is Version 4 of the Kensington Turbo Mouse. Versions 3 and 5
do work.

Here's a few others that I have that work with the IIgs though on the multi button mice the buttons are usually just click buttons

Logitech trackMan Marble
Macally two button mouse part # MM-03
Mouse Systems Little Mouse
Abaton ProPoint trackball
CoStar Stingray trackball
all models of Kensington one button mice that I've picked up work with
the IIgs
