Yes, the ROM card uses the same address space as the motherboard ROM
when it's switched on. Either the ROM on the card is active or the one
on the card is, no conflict there.
The Lanuage card was called that because it added 16k to the II allowing
you to load another lanuage onto that 16k space. Since it ocupied the
same address space as the IIs ROM, bank switching was utilized. That 16k
co-exists happily with the motherboard ROM or the ROM card ROM if it's
active.
