I'm guessing this is actually "squeeze", as implemented by sq/usq.
Look for Don Elton's "usq2" program on the Apple II. Alternatively, if
you add it to a Binary ][ archive with BLU, the file should uncompress
when you unpack the archive.
If you have the original NuLib, you can stuff it into a ShrinkIt archive
with "nulib avs1 foo.shk file.qq", and then unpack foo.shk with NuLib.
This requires the original NuLib, not NuLib2. (The 's' flag means "add
this file as if it were compressed without actually compressing it".)
You can download a Win32 version of the original NuLib v3.2.4 from
nulib.com.
All of this assumes that the PC file format matches the Apple II format,
which is fairly likely since they all come from the same source code.
