I'm not sure if you are looking for software to allow you to set up an
Apple II BBS on a telnet port on your PC or whether you want to be
able to telnet to other sites from your Apple II through your PC.

If the latter, I would suggest a program called STerm.  I have used
v2.0 in the past and it is pretty handy.  Basically you do a null
modem connection to your PC and STerm sends your Apple II a command
prompt where you can do things like telnet, rlogin and a few others.
I do know that I had a hard time finding it the second time I tried to
download it after a reinstall of Windows so can't really tell you
where you can download it at present.
