There are different RAM chips from different makers that work okay.

If the DOS System Master disks you have try to load Integer BASIC on
booting, then, the problem may not be booting but with loading Int BASIC into
your Language Card.
The Language Card may have one or more chips making poor contact in their
sockets. Try scootching up and re-seating each socketed IC on your Language
Card. While your II+ is open, do the same for all the IC's you can get to on
the motherboard. Lots of times that will fix a glitchy II+.
