Apple ][+ won't boot system master

I haven't been able to figure this one out. Here's the system.
Apple ][+, 48K, 16K Apple Language Card, Apple Disk controller card.
It will run a number of games with the 16K Apple language card
installed, but for some reason won't boot any of my 3.3 system master
discs. Some of the system master discs result in the system hanging
with the drive spinning. Another one causes it to break out into
machine language, at address 3003 I believe.
If I remove the Apple language card and install one of the chips from
the card in the empty motherboard socket, it won't boot at all and
throws up a screen full of asterix characters.
The chip from the language card is different than those on the MB.
Does anyone have any ideas what is going on here?
