Nah, they just offered system disk images on their site is all.The deal with MS was a 10 year deal which was renewed for another 10 years in 1987, so, expired in 1997.
There is the Apple ][ (Wozniak integer BASIC) ROM, which would be safer, from this standpoint, as only Apple need grant permission. (With 64K RAM it can be used almost as a 48K ][+ for standard DOS 3.3 apps, by loading the Apple ][+ ROM code into RAM - this is what the APPLESOFT program on teh DOS 3.3 system masters did.)
