If they're high-density floppies (as earlier posts would indicate), try the
quick-formatting option that Win2K/XP provides.  If that doesn't work (maybe
it won't because there's no FAT filesystem on them yet), try using WinImage. 
As long as the low-level format is OK, WinImage can write an empty
filesystem in a few seconds.
