Even if you have VGA for the Apple II, I can't see it as being
any use.  Do you want to view video on a VGA screen,
or have higher resolution?  

How about clipping all the video circuits out of an Apple II
and building a card to display video to a vga?  I don't know
what exactly you would have to clip, but you shoud be able
to turn a IIe motherboard into a 6502/data/address bus without
all the II specific hardware features.

Or make a card with NES (nintendo 8 bit) graphics chips.  The
resolution is OK and the graphics are faster and look nicer (color!)
on a NES.
