You should be able to burn the ISO image on your PC.  It does not need
to be 650MB.  Most PC software doesn't care whether the .ISO file is
"readable" or not.

The software *should* do the right thing if the image isn't an even
multiple of 2048 bytes, but that's something to check.

FWIW, Scott Alfter's partition-setup program (link posted here a week
or so ago) works, though it needs to be tweaked slightly (the partition
map is supposed to be described by an entry in the partition map, but
my old Quadra didn't seem to care).
