Not exactly. Google ranking is based on the number of links pointing to a
site. The more links point to a site, the more important it is (according to
the Google system). And of course a link from an important site is estimated
higher than a link from an isolated site.
So if you want to promote a new site, the best way to get it "googled" is to
ask others with high-ranked sites to link to it.
And of course send it to the ODP (dmoz.org). ODP editors don't care about
how established a site is, nor how popular, but just about the contents.
Many other web directories are nowadays based on Dmoz (e.g. yahoo, aol,
a.s.o.)
Unfortunately I didn't find any content on your CP/M page... :-((
