It's working as designed.  The 5 1/4 controller and drives will keep on 
running and running until they find something.

If you want to drop into Applesoft Basic, press Control-Reset.  Anything 
you do will go away when you turn off the computer.  You don't get 
floppy drive access unless you boot up either DOS 3.3 or 
ProDOS/Basic.system.  Although if you have a tape drive, you could use 
that.
