how do I get this IIgs running?

so this is the story- I'm trying to copy some 5" floppies, either onto
3" floppies or to another os9 mac via the serial port. I was told that a
IIgs would be the best way to do this, so I went out and got one. the
problem is I dont' know how to get this thing to boot.
when I turn it on, all I get is an orange "check system disk" screen
with an apple bounding back and forth. assuming I read the faq
correctly, the 'woz' logo and lack of any rom info says that this is a
rom0 machine.
I DLd a copy of gs/os 6, but it doesn't work (which I take it is no
surprise on this config). do I really need to get a rom1 or rom3 and
boot gs/os 6 for this? does anyone even *HAVE* copies of earlier OSs
available for DL anymore?
assuming I've read the faq correctly, the IIgs should be able to boot
off of IIe 5" prodos system disks, but mine won't. anyone have any ideas?
