Wait a minute - what kind of serial card do you have?  ADT.CC is intended
to be used with the old Apple Communications Card (or compatibles), and
that card never ran at 19200 bps !!!!
 
So it seems your serial card isn't compatible with the Apple Communications
Card.  And since you use ADT.CC rather than ADT.SC, it appears to not be
compatible with the Super Serial Card either.
 
Which puts you in the same position as I was some years ago, before I
wrote ADT.CC -- I had no ADT working for my serial card (the Communications
Card), so I was forced to write one in order to be able to use ADT on
my machine.

Yep: your serial card appears incompatible both with the Super Serial
Card and the older Communications Card.  So you need a third ADT, for
your serial card.  Probably no-one will write it for you, so you must
write it yourself - or give up.
 
What kind of serial card does ProTerm think you have?  Perhaps it doesn't
tell you....
