Use a makeup brush to loosen the dust on the chips and motherboard, then use a can of "compressed air" from Radio Shack/Walmart/etc. (This stuff won't generate static charges) to blow the dust off and out of the case.

Another option is to disassemble the system - it has the advantage of allowing you to clean the dust under the motherboard, and helps in getting rid of the stuff in the case. Also, to clean grim off the case, wash in water (a bath tub works nicely) with a dish cloth and mild detergent.

If the inside is as dirty as you say, then you will need to remove all the key caps, and clean the keyboard. Be prepared to find dust, hair and food crumbs. Several pounds worth shouldn't surprise you. ;-)
