There are cross-platform yEnc decoders available...try this one, for
instance:

As for self-extracting RAR archives, you might try this:
http://freshmeat.net/projects/unrar/
I suspect it can unpack self-extracting RARs (but I haven't tried it, so
don't quote me on it). That said, self-extracting archives only waste
bandwidth and pose a virus risk, so it would be better if they weren't
posted.

That much is true for stuff you can run on an Apple II, but I don't think
you'll be reading Computist scans on a II (unless you know of an image
viewer that handles JPEG or PNG or whatever these scans use).
